Is there a search engine that will let me enter a book title and scan all the public libraries in the US to see if any of them have it? University libraries as well?

NO — the best there is — is to tap into a large state University system library such as the University of California’s Melvyl

My local library system though have yet to get interlibrary loans through my local library system though have.
